About Colorado Jail Standards?

The Colorado Jail Standards Program is committed to developing a program that works for all jails and assessors, regardless of size, services, or location. CJS is taking a collaborative approach to ensuring Colorado jails are prepared to meet the July 2026 compliance date. The program will provide guidance, tools, and training in the assessment process and reporting, offer resources for assistance with items such as policy and procedure development, ADA compliance, and best practices, and promote continuous training through on-site and virtual pilot runs and assessor sessions. In partnership with our agencies, the Colorado Jail Standards Program and Jail Standards Advisory Committee are committed to developing a program that helps agencies work towards compliance, always striving for continuous improvement. Jail Standards have been developed to create consistency amongst county jails across Colorado, to ensure quality of care, use of resources and methods of operation, and to promote the safety of people experiencing incarceration, staff, visitors, and the community. The Jail Standards Advisory Committee (JSAC) consists of seven appointed members that represent the following: Sheriffs, County Commissioners, State Public Defender, a physical or behavioral health professional with experience working in a jail, and a representative advocate for people experiencing incarceration. The committee is hosted by CSOC, led by the JSAC Program Manager, and includes membership of the CSOC Executive Director. The duties and responsibilities of the JSAC include but are not limited to establishment of a committee including appointment of a Chair and Co-Chair and adoption of bylaws, selection of jail assessors, development of processes and procedures for assessment, variance and reporting, and making recommendations to the Legislative Oversight Committee regarding legislative actions and changes to the jail standards.
